The Equity Tax — The One Dimension That Drags Almost Everyone Down

The benchmark scores eight dimensions of institutional conduct. One of them — Equity, the fair distribution of care toward those with the greatest need and least power — is the weakest score for nine of every ten entities assessed, from authoritarian states to model corporations. This briefing measures that pattern across all 1,156 entities, shows the exact mechanism by which a single weak equity score caps an otherwise strong profile, and asks what it means that the institutions which get everything else right still fail the most vulnerable.

Key Findings

  1. Equity is the most diagnostic dimension in the entire record. It is the weakest or tied-weakest score for 1,046 of 1,156 entities (90.5%) and the single strictly-lowest score for 592 (51.2%). No other dimension comes close to this consistency. The pattern holds for Switzerland and Sudan alike — it is not a property of bad institutions, it is a property of almost all institutions.
  2. A single weak equity score carries a measurable, mechanical penalty. The composite formula awards up to +10 points for even, balanced performance, scaled down by 0.2 for every dimension below the 4.0 exemplary threshold. One sub-4.0 equity score therefore costs roughly 2 points of bonus on top of the lower base average — turning what would be a near-ceiling profile into a mid-Exemplary one.
  3. The Exemplary band is, in practice, an "everything-high-except-fairness" band. Aflac (92.4), Hilton (92.4), Edwards Lifesciences (92.4), and Xylem (92.4) all post 4.5 on seven dimensions and 3.5 on Equity alone. The entire 5.1-point distance between their score and a clean 97.5 is a single equity notch. Canada, Ireland, Costa Rica, Connecticut, and ten robotics labs sit in the same position.
  4. The two entities that escape the pattern show what clearing it looks like. Only Open Bionics (97.5, Equity 4.5) and Switzerland (97.5, Equity 4.0) reach the Exemplary band without Equity as their floor — and they top their indexes. Clearing the equity bar, not excelling elsewhere, is what separates the very top from the merely excellent.
  5. The bar Equity sets is genuinely demanding — and rarely met anywhere. The dimension's top anchors require disaggregated outcome data, independent audits, and co-design with affected communities. In the real world those are uncommon and, by at least one measure, becoming rarer: shareholder support for independent corporate equity audits fell from 33% to 14% between 2022 and 2023. Whether the universal equity gap is a finding about the world or an artifact of a high bar is the central open question.
  6. The pattern unifies the top and the bottom of the scale. At the floor, collapsed equity sits alongside collapsed accountability and integrity. At the ceiling, equity is the lone thing still missing. From either end, Equity is the dimension institutions reach last.

1. Frame

The Compassion Benchmark scores every entity on eight dimensions: Awareness, Empathy, Action, Equity, Boundaries, Accountability, Systemic Thinking, and Integrity. Each runs 1–5; the eight are averaged and adjusted into a single 0–100 composite. The dimensions are designed to be independent facets of institutional conduct — an institution can be strong on one and weak on another, and the profile is supposed to tell you where it is strong.

This briefing examines a pattern that cuts across that design: one dimension — Equity (EQU) — is systematically the lowest. Equity measures whether care is distributed fairly, with explicit priority for those who have the greatest need and the least power (its subdimensions: Universality, Priority for Vulnerable, Bias Awareness, Access Design, Historical Harm Acknowledgment). It is the dimension that asks not "does this institution help?" but "does it help the people who are hardest to reach, and can it prove it?"

The central thesis: Equity is the single most diagnostic dimension in the record. It is the weakest or tied-weakest score for 90.5% of all entities, and the lone sub-band score for most Exemplary entities — which means the benchmark's top band is, in practice, "excellent at everything except fairness." This briefing measures the pattern, shows the exact formula mechanic that turns a weak equity score into a measurable "tax" on the composite, names the entities at both ends, and asks the unavoidable question: is a near-universal equity gap a finding about how institutions actually behave, or an artifact of an equity bar almost no one meets? It interprets the existing record; it does not re-score anything.


2. The cohort

Recomputed directly from scores{} in each index by recalculating, for every entity, which of its eight dimensions is the minimum (the "weakest dimension"), and whether Equity is at or tied with that minimum. The pre-supplied snapshot is confirmed: 1,046 of 1,156 (90.5%).

Two facts make this the most diagnostic dimension in the record:

  • Breadth. Equity is the weakest or tied-weakest dimension for 90.5% of all entities and the single strictly lowest score for 51.2%. No other dimension is the minimum for anything approaching a majority. It is the lowest-mean dimension in six of the seven indexes — every index except global-cities, where Boundaries (2.11) edges it by a sliver and Equity is a close second (2.16).
  • Universality across the quality spectrum. The mean gap between an entity's other-seven-dimension average and its Equity score is 0.38 points on the 1–5 scale, and that deficit holds at every level of overall performance. Switzerland (composite 97.5) carries it; Sudan (composite 0.0) carries it. It is not a marker of bad institutions — it is a near-constant of institutional conduct as the benchmark measures it.

The one partial exception, global-cities, is instructive rather than contradictory: cities are scored on a service-delivery basis where physical Boundaries (sustainability, scope, consent in service provision) can fall even further than Equity. Even there, Equity is the second-weakest dimension and the weakest for 74% of cities.


3. What Equity actually measures — and why almost nobody clears it

Equity is not a general "fairness vibe." Its five subdimensions (dimensions.ts) set a specific, demanding, evidence-led bar — and reading the top anchors explains why the dimension sits where it does:

Every top anchor demands the same three things almost no institution produces routinely: disaggregated outcome data, independent verification, and co-design with the affected community. A firm can be genuinely responsive (Action), honest about failures (Accountability), and internally consistent (Integrity) while still lacking an independently-audited, publicly-disclosed account of whether its benefits and burdens fall equitably across groups — because that account is expensive, exposing, and rarely demanded of it. The Equity dimension is, in effect, the dimension that requires an institution to prove a negative about its own fairness to outsiders — the hardest evidentiary standard in the framework.

The real-world scarcity of that evidence is measurable. Independent corporate equity audits — the EQ3 top anchor in concrete form — are not only uncommon but, on at least one widely-tracked measure, becoming rarer: average shareholder support for racial-equity / civil-rights audit proposals "fell 19 percentage points from 33 percent in the first half of 2022 to 14 percent in the first half of 2023," with mainstream (non-anti-ESG) support dropping from 45% to 21% over the same window (Conference Board, 2023). The artifact that most directly satisfies the dimension's top anchor is one the market is producing less of, not more.

This sharpens the briefing's central interpretive tension, stated plainly: a near-universal equity gap could be a true finding about the world (institutions really do serve the easy-to-reach first and rarely verify otherwise), or an artifact of anchors set so high that almost no institution can clear them. The record cannot fully resolve which, and this briefing does not pretend to — but the fact that the gap is uniform across the entire quality spectrum (§2) is evidence that at least part of it is structural to the anchors, not just a property of weak institutions. That is exactly the question filed.


4. The mechanism — how one weak dimension taxes the whole score

The reason the equity gap is decisive rather than merely descriptive is the composite formula (site/src/lib/scoring.ts). The composite is baseComposite + integrationPremium, where:

  • baseComposite = ((mean of 8 dimensions − 1) / 4) × 100, and
  • integrationPremium = 10 × consistencyMultiplier × weaknessFactor (set to 0 if any dimension is exactly 0).

The load-bearing term is weaknessFactor = max(0, 1 − weakDims × 0.2), where weakDims is the count of dimensions scoring below 4.0. Each dimension under 4.0 strips 20% off the integration premium. So a single equity score that sits below the 4.0 exemplary threshold does two things at once: it lowers the base average, and it cuts the consistency bonus by one-fifth.

The effect is exact and verifiable. Worked from the canonical formula on real profiles:

Read the Aflac line carefully: the entire 5.1-point distance between Aflac's 92.4 and a clean 97.5 is one equity notch — roughly 3.1 points of lost base average plus 2.0 points of canceled premium. The "equity tax" is not a metaphor; it is a quantity the formula computes. And note Switzerland: it reaches 97.5 with EQU at exactly 4.0at the threshold, not below it — so it pays no premium penalty at all. The 4.0 line is the toll gate, and Equity is the dimension where institutions most often fail to clear it.

This is also why Equity caps the integration premium specifically — the benchmark's reward for being good consistently. The premium exists to credit balanced excellence over spiky excellence. Because Equity is the near-universal weak point, it is the dimension that most often denies institutions that consistency credit. Equity is, mechanically, the dimension standing between "good on average" and "genuinely integrated."


5. The exemplar-equity gap — what good looks like, and what it still lacks

The pattern is sharpest at the very top. Of the 63 entities in the Exemplary band (composite ≥ 80), 61 have Equity as their weakest or tied-weakest dimension, and 36 carry Equity as their single below-4.0 score — a profile that is high or maximal on all seven other dimensions and sub-band on fairness alone. (This recompute is consistent with the framing already on record in , which counted 62 of 64 on the prior exemplar roster.)

The lone-equity-sub-band exemplars span every index — this is the cleanest illustration in the dataset that the pattern is structural, not sectoral:

For all 36, the message of the score is identical: they have demonstrably built the practices the framework rewards on every front except the fair distribution of those practices to the most vulnerable, with the verification to prove it. These are not failing institutions — they are the best in the record, and Equity is the one thing they have not yet cleared.

The two who clear it are the tell. Only two Exemplary entities do not have Equity as their floor:

  • Open Bionics (robotics, 97.5) — a uniform 4.5 across all eight dimensions, including Equity 4.5. It tops its index.
  • Switzerland (countries, 97.5) — Equity 4.0, at the threshold, with the rest at 4.5–5.0. It tops its index.

Clearing the equity bar — not excelling elsewhere — is what distinguishes the absolute top of each index from the crowded 81–93 band beneath it. The exemplar field is essentially sorted by equity, holding the other seven dimensions roughly constant.

Two further nuances worth naming, both verified from the JSONs:

  • Target (92.8) and Hawaii (95.9) have Equity at 4.0 — at the threshold, so it costs no premium — yet Equity is still tied-weakest (with Accountability and Integrity at 4.0 for Target; alongside the dimension spread for Hawaii). Even where equity is not the lone drag, it is still the dimension that does not rise above the floor of the profile.
  • The EQU=3.8 cases (Sweden, Denmark) show the tax is continuous, not binary: 3.8 is still below 4.0, so it still triggers the one-notch weaknessFactor penalty. The toll applies to anything under the 4.0 line, however narrowly.

6. Across the scale — the same dimension, top and bottom

The equity pattern is not only a top-of-scale phenomenon. It frames the entire range:

  • At the floor and in the Critical band, Equity collapses alongside Accountability and Integrity — repression and exclusion travel together. The countries Critical band's weakest dimensions are EQU, ACC, and INT; the robotics Critical entities' weakest are EQU and INT. Collapsed equity is part of the signature of the worst conduct in the record.
  • In the broad middle, the 0.38-point gap persists as a quiet, constant drag — the difference between a Developing entity and the Functional band above it is frequently an equity score that never rose with the others.
  • At the ceiling, equity is the lone remaining gap (§5).

From either end of the scale, the conclusion is the same: Equity is the dimension institutions reach last. They learn to detect suffering (Awareness), to respond (Action), to own failures (Accountability) — and only then, if ever, to verify that the benefits of all of that fall fairly on those with the least power. The benchmark's eight-dimension design was meant to spread institutions out across many axes of strength and weakness; in practice, on this one axis, almost the entire field clusters at the bottom.

This is the unifying finding the benchmark's two prior structural briefings (the floor, and the exemplars) each touched from one side. Seen whole, it is a single pattern: the institutions that get everything else right still, overwhelmingly, fail the most vulnerable — or at least cannot prove they do not.


Forward view — what would change this pattern

  • The exemplar cusp. The lone-equity-sub-band exemplars (Aflac, Hilton, Edwards Lifesciences, Xylem at 92.4; Canada and Ireland at 84.6) are each a single verified equity action away from the top of their indexes. The fastest possible upward movement at the ceiling is an entity producing the disaggregated, independently-audited equity evidence the EQ3/EQ5 top anchors require. Watch whether any of the 36 does so — it would be the cleanest test of whether the bar is reachable in practice.
  • The audit-evidence climate. Because the EQU top anchors depend on independent audits and disclosed disaggregated data, the dimension is unusually sensitive to the external transparency climate. The documented decline in corporate equity-audit support (§3) suggests the supply of EQU-clearing evidence may be contracting — a headwind that could widen the equity gap across the Fortune 500 specifically over coming cycles.
  • The recalibration question. If human review concludes () that the EQU anchors are set more aspirationally than the other seven, any recalibration would move a large fraction of the field at once — the single highest-leverage methodology decision the pattern implies. It should be made deliberately and published, not drifted into.
  • What to watch for falsification. The thesis would weaken if a cohort emerged in which Equity is not the weakest dimension on conduct grounds — e.g. a sector that genuinely leads on verified fairness. The closest current candidate is the robotics healthcare/accessibility cluster, several of whose members (Open Bionics) already clear it. Whether that cluster broadens is the pattern's natural control group.

How to read the scores

The 0–100 scale — five bands

Every entity — state, corporation, AI lab, robotics lab, or city — is scored 0–100 across 8 dimensions and 40 subdimensions. The composite score places the entity in one of five bands:

Critical0–20Foundational compassion practices are absent or documented active harm is present.
Developing20–40Some practices are emerging but remain inconsistent, reactive, or unevenly applied.
Functional40–60Core practices exist and meet a basic bar, with significant gaps remaining.
Established60–80Practices are systematic, documented, and supported by consistent evidence.
Exemplary80–100Practices are independently verified, consistent, and sustained under pressure.

The 8 dimensions

Each dimension is scored 1–5 across 5 subdimensions (40 subdimensions total), then converted to a 0–100 composite. A score of 1.0 on a subdimension represents the minimum anchor; 5.0 is exemplary conduct.
