·
source-quality-ruleband-crossing-evidencefirst-baseline

Two Portuguese cities share a 60.9 starting value and both read far lower, but only one has the source quality the crossing rule requires.

“Lisbon's band crossing rests on Portugal's state accident investigator; does Porto's 12 October 2026 camp removal have a court, government or ombudsman record that meets the same source-quality rule for a band crossing?”

What we found

Lisbon is ranked 33rd among global cities with a published score of 60.9 out of 100, in the Established band (60 to 80). That number was never checked against evidence.

Why it matters

Lisbon's published 60.9 came from a template number, not research. A first evidence-based reading is 35.0. The city's homeless count earned credit. A fatal funicular crash and slow compensation did not.

Two scales

Each of the 8 dimensions is scored 1.0–5.0; these combine into a 0–100 composite score, mapped to the 5 bands above.

Key terms
Band crossing
A score change large enough to move an entity from one performance band into an adjacent one — the most structurally significant finding in a given cycle.
Boundary watch
An entity whose current score is within 3 points of a band threshold, flagged for priority reassessment in the next cycle.
Carry-forward
A dimensional credit retained from a prior assessment when new evidence is insufficient to revise a specific dimension; disclosed explicitly.
First baseline
An entity's inaugural composite score — no published score exists to compare against, so delta is not shown.
Floor designation
The most serious finding: all 8 dimensions resolve at the lowest behavioral anchor (1.0/5.0) across multiple cycles, yielding a composite of 0.

Porto's 60.9 Was a Starting Value; Its First Real Check Measures 32.5

Why it matters

Porto's published 60.9 was never measured. A first reading is 32.5, at low confidence. The city cut street homelessness, but it cleared a housing-protest camp on 12 October 2026, and the adverse sources are press and council statements.

Porto is ranked 34th among global cities with a published score of 60.9 out of 100, in the Established band. That number was never checked against evidence. A first full assessment measures 32.5, in the Developing band, with low confidence.

Where this sits

Read the full signal

The published score is unchanged, and the proposed change has not been applied. On 12 October 2026 the municipal police, the national police (PSP) and the city company Porto Ambiente removed a housing-protest camp in Praça D. João I. The council said it was not allowing illegal occupation and degradation of public space, according to a council statement relayed by Lusa. A camp participant told RTP that no justification was given. The assessment charges the city's share of the action, not the national police's. The credit side is homelessness. Council data show 526 homeless people in 2025, down from 730 in 2021, and the city runs a subsidised-rent programme. Local charities said Housing First, which gives homeless people a permanent home first, served only six people in 2025, according to RTP and Lusa. The adverse items are a council statement and press testimony. No court, government or international-body source was found, so the band crossing is held at low confidence. Thirteen of the 40 sub-measures have no evidence and are scored at 2 out of 5. At the middle value of 3, the reading would be 40.6, in the Functional band, 0.6 points above the line with Developing.

Cornell's Pending 41.9 Is Matched by a New Reading After the State Names a Special Prosecutor

Why it matters

New York's attorney general is now special prosecutor in an alleged 2024 assault case. A fresh reading of Cornell again measures 41.9. Cornell's published score is still 54.7.

Cornell University is ranked 12th among 100 universities at a published 54.7 out of 100, in the Functional band. A proposal filed on 1 October 2026 puts it at 41.9, also Functional. Today's separate reading measures 41.9 again, so no new proposal was filed.

Where this sits

The published score is unchanged, and nothing has been applied. On 1 October 2026 Governor Kathy Hochul named Attorney General Letitia James special prosecutor in the alleged 2024 sexual assault of a Cornell student, according to Reuters via The Star. Hochul said new information raised questions about the Cornell Police investigation and the county prosecutor's decision not to charge anyone. Those questions are the governor's, not findings. The lawsuit's allegations are not scored as fact. The assessment scores what Cornell itself did. It is credited for expelling students and closing a fraternity chapter. It has not acknowledged any failure in its handling, and its 21 September 2026 statement routes the response to the legal process.

India Called a UN Concern About Mass Detentions 'Unwarranted Interference'

Why it matters

On 10 October 2026 the UN human rights office raised concern over mass detentions around Delhi protests. India's reply lowers one measure, Validation, but India's total stays at 15.6 out of 100.

India's published score is 15.6 out of 100, in the Critical band (0 to 20). The new reading is also 15.6. The published score is confirmed and unchanged.

On 10 October 2026 the UN Human Rights Office said it was concerned by mass detentions of protesters, lawyers and journalists around Delhi protests, according to The News Minute. India's Permanent Mission in Geneva rejected the concern as misplaced and unwarranted interference, according to DT Next. Detainees were released the same evening. No independent count of the detentions exists, and the figure of about 1,000 comes from police sources, so it is not used. One sub-measure, Validation (does the government take criticism seriously?), drops from 2 to 1 out of 5 because the concern was rebuffed, not examined. That lowers Empathy by 0.2 and leaves the total at 15.6.

Texas Carried Out an Execution a Week After the Same Drug Failed in Tennessee

Why it matters

Texas executed Jamaal Howard on 7 October 2026 and did not answer a request to pause. The practice is already in Texas's 38.8 out of 100, so the score is confirmed.

Texas's published score is 38.8 out of 100, in the Developing band. The new reading is also 38.8. The published score is confirmed and unchanged.

Texas executed Jamaal Howard on 7 October 2026, its seventh execution of the year, a week after the same lethal-injection drug failed in Tennessee, according to the Texas Tribune. Lawyers said the State would not show them the drug's testing history. That is a caution on Transparency, which stays at 4 out of 5 on the strength of State Auditor reports. Texas sits 1.2 points below the Functional line at 40.

Tennessee's Prisons Chief Is Resigning; the Halt and Outside Review Were Already Credited

Why it matters

Tennessee has had two failed executions in 2026. Its prisons chief is leaving but says protocol was followed. A named outside reviewer now leads the inquiry. The reading is 29.4; the published score is 30.0.

Tennessee's published score is 30.0 out of 100, in the Developing band. The new reading is 29.4, within the 5-point threshold. The published score is confirmed and unchanged.

The state's prisons chief, Commissioner Strada, is resigning after the failed execution of Christa Pike while maintaining that protocol was followed, according to AP via WBTV on 3 October 2026. Former U.S. Attorney Ed Stanton was named to lead the third-party review. Governor Bill Lee had already halted executions on 1 October, according to WPLN, and that was credited. The terms of the Stanton review are not yet public.

Global Cities — Two Portuguese Cities Meet Their First Real Evidence

Lisbon and Porto both read about 26 to 28 points below never-measured starting values of 60.9.

Read the full signal
  • Lisbon: published 60.9, measured 35.0, at low confidence. The Glória funicular crash and slow compensation weigh most; the homeless count is credited.
  • Porto: published 60.9, measured 32.5, at low confidence. The 12 October 2026 camp removal weighs against the city; the fall in homelessness from 730 to 526 is credited.
  • Madrid (65.6 published, 48.1 proposed) and Valencia (60.9 published, 41.9 proposed) were the earlier Iberian first readings. All four read far below their starting values.
  • Delhi stays at a published 32.8. A reading of 28.1 for the third time is 4.7 points lower, under the 5-point threshold, because Delhi Police answers to the national Home Ministry.

Risk signals

Developments that may affect future scores. Watch items from the Oct 14 briefing.

Risk

Published scores that were never measured may sit well above what a first reading of the evidence supports.

Risk

Portugal's housing protests may bring more camp removals, and a court or ombudsman record would raise the evidence quality behind Porto's reading.

Risk

New York's special-prosecutor inquiry into the Cornell case may produce findings about the university police investigation.

Risk

Two US states carried out or attempted executions with the same drug within a week, and Tennessee's halt may not outlast the next change of governor.

Risk

Attacks on food-aid convoys in Sudan deepen the famine risk in a country already at the lowest score.
