Anthropic 59.1 (Confirmed): First Government-Mandated AI Model Shutdown — Export-Control Compliance Scored as Transparent Conduct

Anthropic received the directive at 5:21pm ET and disabled both models for all customers the same evening to ensure compliance. The company published a transparent explanation, issued a customer apology ('We apologize for this disruption to our customers'), disclosed the government's stated reasoning and its own disagreement with the scope, and stated its intent to restore access when permitted. The benchmark scores the entity's conduct — recognizing, responding to, and reducing suffering — not regulatory exposure or sentiment about a government action. Anthropic's conduct pattern in this event is mildly positive on the Accountability dimension (ACC): same-day compliance with a costly directive, transparent public disclosure, explicit apology without legal deflection, and disclosure of the government's reasoning alongside Anthropic's own objection. The event does not lower any compassion-conduct dimension. The research composite lands at exactly 59.1, confirming the published Functional score. This is the first government-mandated suspension of a commercial AI model set documented by the benchmark across the AI-labs index. The methodological treatment — scoring the entity's conduct in the event, not the regulatory action itself — distinguishes this from a product-failure or safety-incident event. The Fable 5 / Mythos 5 suspension is a regulatory compliance event in which the entity's behavior was transparent and accountable.

Road blockades doubled to approximately 100 nationwide in the two weeks to June 3 (Euronews, June 3); the defence minister and education minister resigned June 3; shortages of food, medicine, and fuel were documented across La Paz, El Alto, and surrounding cities; and the government explicitly refused to rule out declaring a state of emergency or deploying the military against demonstrators. The government accused protesters of 'altering the democratic order.' The research composite of 8.7 is 4.1 points below the published 12.8 — sitting 0.9 points below the 5-point change-proposal threshold. This is Bolivia's second consecutive sub-threshold confirmed-deterioration reading in three days. The June 12 cycle carried an open change proposal (18.4 → 12.8, -5.6, within-Critical deepening). The June 13 assessment, using the June 12 applied score of 12.8 as its baseline, finds a further -4.1 research delta that does not yet clear the threshold but signals continued accumulation. The declared state-of-emergency trigger remains the clearest single forward event: if the government deploys the military and documents ensue, the research delta would likely cross 5 points and warrant a new proposal.

CBO projections cited across multiple outlets (Center for American Progress, KFF, benefitsusa.org) estimate approximately 7.8 million people losing Medicaid coverage over the budget window — a foreseeable harm to low-income populations who face an administrative reporting burden unrelated to healthcare need. Second, ACLU (April 28, 2026) documents the 17th 2026 ICE detention death — a rate of approximately one death every six days — alongside a plan to convert 20+ warehouses to raise detention capacity to 96,600. KFF documents 46 detention deaths since January 2025. The US is already deep in the Critical band at 17.5, which limits composite movement: the research composite of 14.7 is 2.8 points below published, below the 5-point threshold. The Equity (5.0) and Accountability (5.0) dimensions are the weakest in the research assessment — reflecting the coverage-loss architecture and the under-acknowledgment of detention deaths. An unverified June 4 memo allegedly halting reporting of deaths of released detainees was treated as unconfirmed and scored conservatively.

HRW (June 5) and Meduza (June 4) independently confirmed the designation. The effect is to criminalize any cooperation with OVD-Info, including by lawyers, journalists, and activists who previously used its legal aid services. Amnesty (April 2026) separately documented young anti-war activists sentenced to 6-12 years. HRW World Report 2026 records approximately 1,299 war-opposition prosecutions with 373 still imprisoned. Russia is at the absolute floor (composite 0.0, all dimensions 1.0). The OVD-Info designation is documented as a new Signal Amplification suppression event (AWR/A4: independent monitors banned as extremist), reinforcing the floor without numerical movement.

UN Women separately documents the GBV surge. Sudan is at the absolute floor (composite 0.0). The warring parties' conduct — mass displacement, siege conditions, and GBV at scale — constitutes the floor evidence base. The funding gap (84% of the appeal unfunded) compounds the humanitarian crisis that state parties have failed to address or acknowledge.

Al Jazeera (June 12) reports the outbreak has spread into new health zones in North Kivu (2) and Ituri (1). CDC (June 5) confirms acceleration; there is no approved Bundibugyo-specific vaccine; MSF and WHO are responding with external coordination. The outbreak is expanding ahead of the July natural peak window with 18 health zones now affected. DRC's score holds at the published 2.3: the outbreak is an externally-led humanitarian emergency — the response capacity is minimal but the score's near-floor profile already reflects that constraint. The critical forward marker is whether state obstruction of international response teams is documented before July 31, which is the structural review deadline under the natural-disaster-overlay hold.
